Lt. Dennis Rice

Training and Personnel Division

Lt. Rice has served with the Randall County Sheriff’s Office since July of 1992. He has worked as a jailer, transport officer, handled electronic monitoring of inmates and supervised the inmate work programs. In 2002, Lt. Rice became the first environmental investigator for the county. While in CID, he investigated property crimes. Lt. Rice is also Randall County’s Fire Marshal and investigates all suspicious fires in the county. Lt. Rice was promoted to Lieutenant over the Patrol Division and is now the Lieutenant of Training and Personnel.

Sgt. Jeff Hooten

Training and Personnel Division

Sergeant Jeff Hooten began his law enforcement career at the Canyon Police Department in 1982. He has served over 33 years. He retired as a sergeant from the Amarillo Police Department in 2015. Sergeant Hooten is assigned to the Training and Personnel Division at the Randall County Sheriff’s Office. Over his many years in law enforcement, Sergeant Hooten has many years of training his fellow officers. Sergeant Hooten has been an Academy Instructor in many different courses including Pursuit Driving, U.S. Constitution, Traffic Law and Traffic Direction, Courtroom Demeanor, Patrol Stops, etc. He served in several capacities during his long career. Sergeant Hooten has served as a motorcycle officer, crimes against person’s detective, robbery detective, Honor Guard Commander, background investigator and a Sergeant Patrol Supervisor. Sergeant Hooten holds a Master’s Peace Officer Certificate with the Texas Commission on Law Enforcement.
